Move the Issue Hub to be under "Help"

I think that newer members would have an easier time finding the Issue Hub if it were under the "Help" menu instead of the "Help Alacrity" menu. Or maybe it could be linked under both, since I understand that reporting bugs helps Alacrity, too.
